Przy tworzeniu mobilnej przeglądarki postawiono sobie za cel aby przeglądanie stron internetowych było tak samo wygodne jak w przeglądarkach desktopowych. W tym celu dodano zoom oraz przeglądanie panoramiczne. Wprowadzono optymalizacje w silniku Presto przez co znacznie wzrosła wydajność, szczególnie na stronach z dużą ilością kodu JavaScript i AJAX. Użytkownicy mogą zapisywać strony internetowe do przeglądania offline, dodano też autouzupełnianie adresów i zapamiętywanie haseł. Wspierane jest Web 2.0 oraz operowe widgety. Firmy OEM będą mogły dodać Flash Lite 3, który zapewni obsługę Flasha, łącznie z odtwarzaniem filmów z YouTube. Będą także miały możliwość wyświetlania stron internetowych na wyświetlaczu podczas bezczynności urządzenia. Pojawiły się też funkcje takie jak: przeglądanie w kartach, ulepszone zawijanie tekstu, pobieranie numerów telefonów ze stron internetowych oraz wysyłanie linków i obrazków za pomocą SMS/MMS.

Opera Mobile 9.5 Build 781 as ripped from the HTC Touch Diamond ROM
As with the build 405 release, we have made some adjustments:

- Able to uninstall
- WM5 version
- QVGA version

Note on this build: works great; scrolling seems smoother; always installs to WindowsOpera9.

Note on the WM5 version: we performed the same trick as for the 405 build, but this build has NOT been tested on an actual WM5 device.

Note on the QVGA version: the skin used in the 405 PROPER build (thanks to whoever made that skin) could not be used, as there are a bunch of new icons in this build. We had to create a new QVGA skin, and though it mostly works fine, it could still be improved upon. We also adjusted the scrolling/zoom settings as was done in the 405 PROPER, as that works a lot better than the default settings from the VGA version.
